The Ministry of Land, Infrastructure and Transport revised and announced the 'Regulations on the Certification and Investigation of Vehicles and Vehicle Parts' on April 25, 2025.
With this revision, it is now mandatory to include the battery cell manufacturer, cell type, and key raw materials in the specification sheets of vehicles equipped with drive batteries (such as electric vehicles). The format for entering this information has also been clearly specified. For example, the cell type should be indicated as “pouch,” “prismatic,” or “cylindrical,” and the key raw materials should be listed as “nickel, cobalt, manganese, graphite,” etc.
In addition, the reference date for applying safety standards to self-certified vehicles has been clearly defined as follows:
- Domestically manufactured or assembled vehicles: The manufacturing date (year, month, and day) stated on the vehicle manufacturing certificate.
- Imported vehicles: The date of acceptance of the import declaration certificate.
- Manufactured, assembled, or imported vehicles undergoing self-certification after technical review and safety inspection: The date of application for the safety inspection.
- For imported vehicles undergoing self-certification without technical review and safety inspection, the application date of safety standards for fire extinguishers and similar equipment installed in the vehicle may be based on the customer delivery date.
This notification will take effect on the date of promulgation, April 25, 2025.
