Motor Vehicle Management Act Amendment Bill passed by the National Assembly plenary session

 

The Ministry of Land, Infrastructure, and Transport announced that the amendment to the Motor Vehicle Management Act passed the plenary session of the National Assembly on January 25th.

 

-      Automobile manufacturers are required to establish a cybersecurity management system before production and obtain certification from the Ministry of Land, Infrastructure, and Transport. The cybersecurity management system refers to the organization, means, and procedures for monitoring cyber threats at all times from vehicle production to operation and responding quickly to threats when they occur. The Ministry of Land, Infrastructure, and Transport is authorized to verify and certify the cybersecurity management system and require the submission of relevant data to confirm safety and reliability even after certification.

 

-      Before updating software, automobile manufacturers shall check the normal operation of related devices and functions and compliance with safety standards, and when updating, notify users of relevant information and ensure security and safety. The Ministry of Land, Infrastructure, and Transport may investigate the compliance of manufacturers with software updates through a performance testing agency and order corrective measures for inappropriate updates.

 

The revised Motor Vehicle Management Act will take effect in August 2025, one year and six months after its promulgation, for new vehicles.

An additional two-year grace period will be granted for vehicles already manufactured, assembled, or imported at the time of the law's enactment, which will take effect in August 2027.
